Mills Creek Crossing, a 200-unit apartment development for families, is the second phase of the master planned development Village at Mills Creeka redevelopment of the former Tobie Grant Manor public housing site. Mills Creek Crossing was completed in August 2016. The development was financed with 4% Low Income Housing Tax Credit (LIHTC) transaction, conventional loan, Georgia Department of Community Affairs HOME loan and HADC loan. The project is 75% affordable with Project Based Vouchers, Rental Assistance Demonstration (RAD), and LIHTC units.
